CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Entry Controller Supervisor, KGS-0303-05
SALARY: Between 18696 – 26829 won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: 51st Security Forces Squadron, Plans and Programs Flight, Pass and Registration Section, Osan AB.
AREA OF CONSIDERATION: All current USAFK employees assigned within 51st Security Forces Squadron.

MAJOR DUTIES: Serves as a first level supervisor, plans, organizes, and directs the activities of Entry Control Clerks, ensuring compliance with regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and security objectives. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other sections and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Reviews organization mission, functions, and manning. Identifies requirements and initiate requests for additional resources including personnel, overtime, equipment supplies, and space to ensure success in meeting goals and objectives. Provides advice to supervisor of significant issues and problems related to work accomplishment. Accepts, emends, or rejects work presented by subordinates. Perform self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Controlling entry of personnel through the Osan Air Base Visit Control Center/Installation Access Control Points between hours of operation and providing vehicle and visitor passes as authorized to official visitors and personal guests of USFK members and Korean nationals. Additionally, performs clerical work involved in the control and issue or revocation of ID cards. Assures identification of all pedestrian traffic entering through the checkpoint by checking the identification credentials of Korean nationals and USFK personnel, and their authorized visitors and guests. Tasks appropriate corrective actions when there is a discrepancy regarding credentials, i.e. directing Korean visitors possessing improper ROK ID cards to KNP detectives for verification. Safeguards USFK property and personnel by assuring that undesirable and unauthorized personnel are detected prior to entry. Maintains control records and initiates necessary actions for registration of status of Forces Agreement (SOFA) as well as non-SOFA vehicles. Provides guidance and information regarding procedures, regulatory requirements, necessary documents, certificates, and forms to be prepared. Assists in preparing bilingual forms and documents. Provides passes for official visitors and personal guests of USFK members and authorized Korean nationals. Conducts inventory of the visitor passes to ensure an accountability of all passes. Reports any missing passes to the Base Defense Operations Center Controller. Issues and receives the guest passes according to the security Forces policies and procedures. Maintains logs on contractor personnel to identify the escort officials and the visitor register to be reviewed for proper escorts by Security Forces. Performs duties as on “on-scene” interpreter/translator in support of the investigation unit by translating US and Korean police reports, interviewing Korean suspects and witness. Duties also entail coordination and direct contact with ROK civilian and military counterparts. Also acts with Security Forces and other military personnel of local customs which must be used when dealing with Korean national and government agencies. Additionally, performs oral and written translation from English into Korean and vice versa of conversations, questions and answers, certificates, correspondence, personal history statements, controlled forms, and various documents pertaining to vehicle registration and pass control, as required. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Addresses subordinates’ concerns whether perceived or real and follows up with appropriate action to correct or eliminate tension in the workplace. Performs other related duties as assigned.
OTHER SIGNIFICANT FACTS: Subject to work on swing, night, weekend, and holiday shifts.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPEREINCE: One (1) year of specialized experience at grade level of KGS-04 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 60 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 430 and higher the Test of English for International Communication (TOEIC) score of 450 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of procedures of entry of Korean National, USFK personnel and their authorized visitors and guests.
b. Ability to interpreter/translator in support of the investigation unit by translating US and Korean Police reports and interviewing and interrogating Korean suspects and witnesses.
c. Ability to plans and schedules work in a manner and coordinates with customers
d. Ability to communicate effectively in English, verbally and written.
