KOREAN NATIONAL POSITION
CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Senior Criminal Investigator, KGS-1811-12
SALARY: Between 33883 – 49286 won per hour (Total hourly compensation when bonuses are included.)
DUTY LOCATION: Air Force Office of Special Investigations (AFOSI), 5th FIS, Command Section, Osan AB.
AREA OF CONSIDERATION: All current USAFK employees assigned within 5th FIS, Osan AB. (Priority Group 5)
MAJOR DUTIES: As senior special investigator (SI) for the squadron, provides oversight and management of SIs assigned to AFOSI 5th Field Investigations Squadron and the subordinate detachments. Oversees and evaluates the Special Investigator (SI) program, including work accomplished by KNCIs assigned to subordinate detachments, and sets priorities and evaluates the effectiveness of the SI program. Provides guidance, advice, and regulatory interpretation of laws, orders, rules, and regulations pertaining to all aspects of criminal investigations, CI operations, and investigative activities conducted by SIs. Identifies problems and seeks solutions to avoid future issues. Assists in evaluating performance appraisals and provides advice, counsel, and instruction on both work and administrative matters. Participates, with considerable weight, in the selection of employees. Recommends appointments, promotions, reassignments, and recognition of outstanding performance. Identifies training needs and suggests ways of improving performance. Advise and trains new Sis to perform the above duties and maintain liaison with local host government investigative agencies. Conveys and enforces AFOSI policies and directives to all subordinate SIs. Establishes rapport and performs liaison between the USAF and national Korean government agencies to develop working relationships, procedures, and policies. Provides advice to the AFOSI squadron commander, as well as the subordinate detachment. Commanders and leadership teams with assigned responsibilities for planning, developing, advising, coordinating, implementing, and analyzing the interagency relations program to cultivate harmonious U.S./ROK relations. Incumbents maintain extensive personal contacts and positive relationships with national and local government officials and community leaders. Assists host nation’s law enforcement security, and CI agencies in US-related CI and criminal matters. Prepares reports regarding meeting or conferences attended. Acts as principal liaison facilitator and interpreter for AFOSI personnel. Also arranges liaison appointments and interprets for the AFOSI commander and other senior AFOSI visitors during their trips to Korea. Provides on-the-job training to all assigned US personnel, including orientation and indoctrination into Korean culture, values, and customs. Collects CI and force protection information from sources and hosts government investigative, CI, and intelligence agencies. Handles sources in accordance with AFOSI policy and guidance. Participates in local and national level conference where joint projects concerning CI matters and neutralization of enemy activities are planned and discussed and where support requirements are established. Advises on the selection of potential sources of information within the CI community. In conjunction with AFOSI leadership teams, coordinates, provides expertise and leads SIs in the establishment, operation, and maintenance of CI force protection source networks in the vicinity of USAF installations for Air base ground defense during contingencies under the general control of the supervisor. Assists AFOSI Special Agents in criminal, fraud, and environmental investigations affecting US personnel and other subjects to the Uniform Code of Military Justice, USC title 18 Criminal Code, or applicable Korean laws. Conducts thorough, complete, and objective investigations, reports facts accurately in a logical, concise, and understandable manner; deals effectively with others to gain their confidence and cooperation; detects, recognizes, and reports evidence of crimes and violation; and perform duties satisfactorily under stress. Locates and questions witnesses reluctant to provide information. Searches for and examines files and records. Photographs and sketches crime scenes, interview/ assists in interviewing witness, suspects, and victims, and obtains written statements. Appears as a witness in military or civilian courts. Serves as a Korean-English and English-Korean interpreter/translator for AFOSI. Performs oral translation from English into Korean and vice versa, of speeches and discussions at liaison functions, meetings, conferences, and ceremonies. These services include but are not limited to interpretation at meetings, conferences, liaison functions, translation of communications such as letters, memorandums, agreements, printed and published materials of interest, laws, and regulations between AFOSI and other elements of the command and ROK agencies and individuals. Responsible for translating statements given by witnesses and offenders requiring the exact restatement of testimony from English to Korean and vice versa. This requires extensive knowledge of specialized terminology used in CI, criminal, and military/civilian court proceedings in both English and Korean languages. Performs other related duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One (1) year of specialized experience at grade level of KGS-11 or equivalent.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 550 and higher or the Test of English for International Communication (TOEIC) score of 800 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
CONTINGENCY-ESSENTIAL(C-E) POSITION: This position has been designated as Contingency-Essential (C-E).
A C-E employee will participate in base exercises equipped with the chemical warfare defense equipment. Selected candidate is required to sign an agreement, Korean Employee Contingency-Essential Position Agreement (USFK Form 200EK) and must be completed physical requirements test before effective date of appointment.
