CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE AND GRADE: Firefighter, KWB-0W81-03/05
SALARY: KWB-03: Between 14602 – 20780 won per hour
KWB-05: Between 16834 – 24081 won per hour
(Total hourly compensation when bonuses are included)
DUTY LOCATION: 51st Civil Engineering Squadron, Fire Emergency Services Flight, Osan AB.
AREA OF CONSIDERATION: All current USFK employees (Priority Group 5). All registrants on the area reemployment priority list (ARPL) (Priority Group 6). Family members of US military and civilian employees of an agency of the United States whose duty station located in Korea (Priority Group 7). Outside Korean National Applicant (Priority Group 8 & 9).
NOTE: Target grade of this position is KWB-05. If this position is filled at lower grade than target grade, the incumbent may be promoted to the target grade non-competitively upon meeting qualification requirements and recommendation by the supervisor. Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Performs crash-rescue and firefighting duties involving air traffic or support operations where hazardous conditions are such that the expectancy for fire is high and potential for becoming destructive is great. Performs work at airfields handling aircraft (e.g., fighters, bombers, cargo, passenger) carrying large volumes of fuel, conventional and sometimes nuclear weapons, or highly flammable or explosive cargo; or handling a large number of air moves, or a moderate number involving pilot training, or other air moves with high crash or fire potential. Support operations involve extensive flightline repair work, hot pit refueling, or the storage or movement of large quantities of gasoline and other fuels. Performs standby duty during aircraft refueling and defueling, engine maintenance and testing, welding and burning on fueled and/or armed aircraft, ammunition handling or other special circumstances. Maintains an up-to-date knowledge of the frequent changes in cockpit design, ordnance placement, and cabin layouts to determine how they affect the difficulty of rescue and firefighting. Directs water through turrets and handlines to cool weapons and ammunitions during rescue. Operates or deactives specialized mechanism and systems, such as hatch or canopy release mechanisms, ejection seat mechanisms, or oxygen supply systems. Sometimes uses special tools developed for the particular mechanism. Participates in regular training and exercises as required. Performs structural firefighting duties for a variety of facilities which may include research and/or large industrial complexes. Performs prefire planning by physically going through structures to become familiar with the layout, fire hazards, and location of fixed fire protection systems. May assist in the development of special protective services for structures imposing extreme hazards. As a crew member, participates in controlling and extinguishing fires by operating hoses, ladders, and hydrants. Participates in regular training and exercises as required. Performs rescue of personnel and a variety of first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility. Uses direct pressure and/or tourniquets to stop bleeding, checks windpipe for obstructions, Performs CPR, and or/provides other appropriate assistance. Engages in hazardous materials containment and control as a first responder. Detects the presence of potentially hazardous materials; protects self and others by establishing a safe perimeter around the incident; advises the fire chief to notify responsible agencies and to call for assistance from qualified personnel; controls access to the area until the arrival of law enforcement; and uses, maintains, and decontaminates common hazardous materials response equipment and supplies including protective clothing, breathing apparatus, dry and extinguishing chemicals, and decontamination agents and equipment, and replaces expended chemical and elements. Maintains firefighting equipment and fire station facilities. Performs functional tests and inspections. Performs preventive maintenance on equipment and housekeeping duties associated with assigned facilities. Performs other related duties as assigned. WORKING CONDITIONS: Work inside and outside. May be exposed to smoke, fumes and serious burns and possibility of loss of life. Danger of falls from ladder when firefighting invoking high buildings. Possibility of injury from falling objects.
OTHER SIGNIFICANT FACTS: Employee must participate in a mandatory physical fitness program. Employee is required to use all safety equipment and clothing provided by management. The employee is required to work a 56 hours week on a 16 hour on 24 hours off basis which includes weekends and holidays. Paid duty hours are from 0800-2200, 0600-0800. Sleep/rest time is 2200-0600 with overtime pay for emergency responses. May be subject to recall and overtime work. This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program. The work requires the employee to driver a motor vehicle. An appropriate, valid driver’s license is required. Position requires the ability to discern colors, contrast, and depth. May be required to assist the Fire Alarm and Communications Center (FACC) as Korean translator. May be required to conduct Technical Rescue operations involving confined space rescue, high angle rescue the vehicle extrication.
Employee must be certified by the DoD Firefighter Certification System as Airport Firefighter (includes Firefighter I and II) CPR, National Emergency Medical Responder (NEMR) and HazMat Awareness and Operations in accordance with DoDM 6055.06 (January 22, 2020). The member will be terminated if unable to obtain certifications within 18 months from date of entry into DoD Fire Service.
MINIMUM QUALIFICATION REQUIREMENTS:
KWB-03: 6 months of general experience
KWB-05: 1 year of specialized experience at grade level of KWB-03 or equivalent
General Experience: Work experience or military service that demonstrates the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position.
Specialized Experience: Experience that demonstrates the particular KSA’s perform successfully the duties of the position. Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department of brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous material incidents and/or (6) developing, implementing, or providing training in fire protection and prevention.
Applicants must possess the appropriate ROK driver’s license (1st Class normal-type) and successfully pass a USFK performance test for the type of equipment to be operated
Applicants must meet minimum physical fitness standards prescribed by USFK Reg 690-118, Appendix K, para K-9, dated 27 Apr 2010.
The maximum age for initial hire into firefighter position is 35.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE
Graduation from high school may be substituted for 6 months of general experience required for KWB-03.
Successful completion of a 2-year course of study in an accredited college or university in related fields may be substituted for 1 year of specialized experience required for KWB-05.
ENGLISH LANGUAGE COMPETENCY: The American Language Course Placement Test (ALCPT) score of 40 or above and successfully passing the English Comprehension Interview (ECI) is required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Ability to respond to various Types of fires and rescue incidents
b. Operate firefighting equipment (i.e. ladders) to extinguish fires.
c. Ability to maintenance tasks on firefighting apparatus, equipment, and facilities.
d. Ability to understand, read, writes and communicate in English.
PHYSICAL FITNESS STANDARDS: The ability test for firefighter position will be conducted after issuance of referral list during the selection process by the selecting official.
a. Height: 165 centimeters (5'5") or over.
b. Weight: 55 kilograms (122 pounds) or more
c. Chest: At least one-half of height.
d. Age: Maximum of 35 for new accessions to firefighter positions.
e. Must be physically capable of working under the following environmental factors:
(1) Outside, in existing weather conditions.
(2) Slippery or uneven walking surfaces.
(3) Protracted or irregular hours of work.
f. Must have physical capability in the following functional factors:
(1) Far vision correctable to 20/30.
(2) Ability to distinguish basic colors.
(3) Normal hearing without aid.
(4) Normal sense of smell
g. Must complete one of the following:
(1) Run 1 ½ miles within 13 minutes.
(2) Walk 3 miles within 38 minutes.
(3) Bicycle 4 miles within 12 minutes.
(4) Run in place 75 steps per minute for 15 minutes.
(5) Climb stairs consisting of 10 steps at 9 round trips per minute for 9 minutes.
(6) Swim 500 yards within 8 minutes.
h. Must perform 35 bent-knee sit-ups within 2 minutes
i. Must complete one of the following:
(1) Flexed arm hang – minimum time: 8 seconds (Palms away).
(2) Pull-ups – minimum: 7 (Palms away).
(3) Push-ups (standard) – minimum: 25.
j. Must lift a weight of 125 pounds from the floor and carry the weight 100 feet (approximately 30 meters) without stopping.
k. Must walk the length of the beam, carrying the length of hose, without falling off, or stepping off the beam. (The beam, which is secured to the floor, is 3 to 4 inches (7 to 10 centimeters) wide and 20 feet (approximately 6 meters) long. The length of fire hose weigh at least 20 pounds (9 kilograms).

1. All current USFK employees.
2. Former USFK KN employees on the Area Reemployment Priority List (ARPL).
3. Family member of U.S. Armed Forces members whose duty station is in Korea.
