CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE AND GRADE: Private Organization Coordinator, KGS-0303-05 (Part-Time)
(Temporary NTE 30 Sep 25)
SALARY: Between 18696 - 26829 Won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: 51st Force Support Sq, Resource Management, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Force, Korea (USAFK).

NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management.
MAJOR DUTIES: Serves as the Private Organization (PO) Coordinator and provides support and oversight, for all Private Organizations (POs) on Osan AB from establishment through dissolution. Performs PO duties as required in accordance with AFIs, other instructions, and policies. Reviews, processes and coordinates fundraising requests with the base legal office and ensures approval of permits prior to events. Reviews organizational documents including PO request for authorization to operate on the installation, constitutions and by-laws, meeting minutes and insurance requirements. Provides training for new PO officers. Uses Access database to document and track all PO requirements. Ensures Resource Manager receives all PO financial reports and other required documentation in a timely manner for annual review. Takes action to suspend PO activities for POs that are delinquent on paperwork. Gathers information on number of personnel assigned for each unit at Osan and calculates annual unit funds. Determines allocation for each unit notify each unit allotment for 40 units to release Unit Funds. Obtains 51st Wing Commander’s approval and maintains Unit Funds Control log. Release Unit as requested by each unit. Reviews and monitors units Funds and reconciles Unit Funds with supporting documents. Performs as DTS ODTA for the squadron by processing and reviewing requests for TDY travel. Receive NAF TDY requests and process all related documents. Obtain necessary approval and provide assistance, as needed to resolve issues in accordance with JTR. Creates and receives the DTS file for new comers and detach out going personnel. Records time sheets for APF and NAF employees. Process time and attendance for US and KGS employees in payroll system such as Internal Civilian Pay System and SET System. Supports NAF Payroll as requested, including but not limited to, Payroll Transfer and end of year tax form calculations. Performs a full range of administrative and clerical office support functions and acts as advisor on issues relative to the administrative process and procedures for others in the FSR. These duties include planning, tacking, and logging all meetings, appointments, calendar events, and mail log items. May be assigned to provide administrative assistance throughout the Resources Management. Serves as Records Manager (FARM) and custodian for the flight and provides advice on maintenance and disposition of all records. Performs administrative and financial work in support of the Force Support Squadron. Maintains the 51 FSS coupons and gift cards for clubs, Marketing, Family and Readiness. Picks up and send mails from the FSR and pick up and drop all correspondence to Front Office (51 FSS CC/DD). Controls bank checks and issue checks and maintain control log. May be required to perform temporary duties as Central Cashier, on as needed bases. Performs other related duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPEREINCE: One (1) year of specialized experience at grade level of KGS-04 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-05 level.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 60 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 430 and higher the Test of English for International Communication (TOEIC) score of 450 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of the policies, practices, and procedures of the full range of standard clerical responsibilities related to supporting for all private organizations on Osan AB.
b. Knowledge of various office automation software programs, tools and techniques to support office operations and produce a variety of documents such as letters, reports, and spreadsheets.
c. Skill in basic computer operations to include retrieval and input of data.
d. Ability to communicate effectively, both orally and in writing.
