CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Management Assistant (Safety), KGS-0344-07
SALARY: Between 24378 – 35194 won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: 51st Civil Engineer Squadron, Operations Flight, Osan AB.
AREA OF CONSIDERATION: All current USFK employees (Priority Group 5). All registrants on the area reemployment priority list (ARPL) (Priority Group 6). Family members of US military and civilian employees of an agency of the United States whose duty station located in Korea (Priority Group 7). Outside Korean National Applicant (Priority Group 8 & 9).
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowances are not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Serves as management assistant on safety program of Civil Engineers Operations based upon guidance and coordination with 51 FW/SE and support assistant to Flight Commander, Operations Flight and responsible for full administrative support for the timely submittal and accuracy of the flight documents, and maintaining data implemented in CE NexGen IT/TRIRIGA. Performs recurring assignments to identify, control or eliminate unsafe physical conditions, equipment and machine hazards, and risks in daily Civil Engineer Operations human performance that may cause injury to persons or damage to property. Performs periodic inspections, assessments and evaluations to determine compliance with appropriate safety and occupational health regulations. Conducts safety and occupational health surveys of assigned functional facilities, equipment, and operations where normal safety risks are encountered. Uses agency checklists and criteria from different standards to determine compliance with conventional safety and occupational health regulations and program specific safety directives and methods. Evaluates unsafe working practices/conditions; ensures correct safety and protective equipment is available and in use; and determines risk assessment of the hazardous processes/conditions identified. Documents and reviews inspection and assessment findings and prepares formal reports for dissemination to appropriate parties. Advises supervisors, and 51 FW/SE safety representatives on appropriate measures to eliminate or control hazardous operating procedures. Conducts follow-up inspections to ensure violations and hazards are corrected. Provides technical safety training and instruction on specific safety procedures to supervisors, shop leaders, and employees on daily Civil Engineer Operations, traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures. Uses a wide variety of formal training materials, such as outlines, handouts, publications, films, exhibits, protective devices, and visual aids to provide and/or reinforce information related to safe work practices, accident prevention techniques, and mishap reporting requirements. Promotes safety campaigns through oral presentations at local safety committee meetings; and extracts, compiles, and prepares safety articles, bulletins, and pamphlets for local use by base personnel. Maintains required course records. Compiles and analyzes mishap data, identifies trends, provides supervisors and 51 FW/SE with mishap/trend analysis data, and assist them in developing programs to reduce mishaps. Uses statistical data to prepare charts, tables, and reports. Based on observed trends, recommends and implements training aimed at mishap/accident prevention. Reviews and recommends revisions to standard local safety instructions and guides that are relevant to current or planned Civil Engineer Operations. Demonstrates a comprehensive understanding of civil engineer operations standards, methods, practices, techniques, materials, and equipment, ensuring compliance with regulations and standards. Develops and present formal training and instructional sessions using standard techniques, methods, and materials. Interprets engineering drawings and specifications to identify potential hazards in proposed facilities and renovations. Based upon OSHA and Safety regulations, identifies required Personal Protective Equipment for Civil Engineer Operations such as clothing or equipment designed to reduce employee exposure to chemical, biological, and physical hazards when on a worksite, and creates purchase request with Civil Engineer Operations material acquisition system CE NexGen IT – TRIRIGA. Performs Civil Engineers Operations administrative support. Responsible for CE operations Flight’s Task Management Tool (TMT – tasker correspondence & approval automation), budget management support, civilian appraisal package support, flight training program facility managing, flight TDY program, flight DD Form 1354 (Transfer and Acceptance of DoD Real Property) process, timekeeping, flight overtime request, flight publication and records management, correspondence, accomplishing reports, base pass & decal sponsor representative for flight civilian and personnel actions. Maintains and assists to develop Operation Flight periodical briefing to include, but not limited to, snow/ice control and HVAC transition plan to 51 FW/CC. Creates and maintains tracker of AF103 (Base Civil Engineer Work Clearance Request), power outage, water outage and road closure. Maintains and updates Operations Flight MICT (Management Internal Control Toolset) which is a computer-based inspection allowing real-time assess each Operations Flight element’s programs and up-channeling the internal inspection results. Translates and produces bilingual official letters and briefings in preparation for the host nation government and the base parties. Assists supervisor in preparing and compiling special studies and reports. Following instructions as to the nature of the subject matters required, obtains reports, documents, files and other background material from a variety of sources. Selects specified information from appropriate documents, consolidates and using an automated system types of draft data in various categories required. After review by supervisor and approval, types in final form. From verbal instructions prepares standardized and routine correspondence such as transmittal letters or endorsements. Prepares draft for review and approval then types in final from. Proofreads all correspondence for grammatical, spelling and general administrative accuracy. Uses word processing programs to complete all typing and sends completed documents via e-mail system or fax machine. Knows appropriate tongue and quill format, procedural, and technical requirements for all written correspondence. Performs other related duties as assigned.
OTHER SIGNIFICANT FACTS: Must obtain an Industrial Safety Engineer License within one year of assignment. This position will be reviewed for accuracy and adequacy upon completion of one year of assignment.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One year of specialized experience at grade level of KGS-06 or equivalent experience.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Education cannot be substituted for any experience requirement above the KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 and higher the Test of English for International Communication (TOEIC) score of 650 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of general management functions, practices, and procedures sufficient to understand organizational objectives and safety.
b. Knowledge of communication techniques to communicate effectively.
c. Knowledge of basic construction standards, methods, techniques, materials, and equipment to determine compliance with regulations and standards.
d. Knowledge of training techniques and present formal training and instructional sessions.
e. Ability to plan, organize work, and meet deadlines.
f. Ability communicates effectively orally and in writing.
