POSITION TITLE & GRADE: General Housekeeping Manager, KGS-1101-05/07
SALARY: KGS-05: Between 19571 – 28088 won per hour
KGS-07: Between 24378 – 35194 won per hour
(Total hourly compensation when bonuses are included)
DUTY LOCATION: 7th Air Force, Command Section, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Forces, Korea (USAFK)
(Priority Group 5)
NOTE: Target grade of this position is KGS-07. If this position is filled at lower grade than target grade, the incumbent may be promoted to the target grade non-competitively upon meeting qualification requirements and recommendation by the supervisor, and subject to meeting time-in-grade and qualification requirements. Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowances are not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: The purpose of this position is to serve as the General Housekeeping Manager for the Seventh Air Force Commander’s quarters at Osan Air Base. Ensures the Commander’s official residence is continually maintained in excellent condition and presents an attractive appearance. Launders all military uniforms and civilian clothes to perform official functions (mess dress, service dress, flight suits, civilian clothes worn for official functions or TDY, etc.) of the Commander and ensures uniforms are in first-class condition. Determines the frequency of cleaning; the methods, procedures, and safety precautions to follow; the selection, measurement, and proper use of housekeeping and cleaning supplies; and the use and maintenance of housekeeping equipment. Performs special duties for the principal as requested and assists the Enlisted Aid with official functions (Dry cleaning, flower arrangements, visits to Korean shopping areas, delivering messages, and/or gifts to ROK DVs). Manages and performs work involved in the care, cleaning, and servicing of the Seventh Air Force Commanders Quarters to include the following: Maintains the Commander’s military and civilian clothing worn to support official events, including washing, starch, and ironing. Straighten, dust, polish, sweep, mop, and vacuum common areas used for official functions: dining room, living room, principal’s office, command/guest bathroom, and den (spot clean as necessary). Clean all interior windows in common areas used for official functions, dining room, living room, principal’s office, command/guest bathroom, and den (spot clean as necessary). Straighten, weep, mop, and vacuum the kitchen floor. Clean countertops, cabinets, ovens, microwave, and coffee pots as needed. Wash dishes throughout the day. Empty trash receptacles as required. Clean refrigerators and freezers (discard old food, clean, sanitize, etc.) Polishes all silver and silverware before official events or as needed. Checks all crystal ware to ensure cleanliness. Keeps storage room for entertainment equipment in neat order. Wash all exterior windows semi-annually or as needed. Cleans fireplace as needed. Assists with arrangement of furniture, tables, and or buffets, and decoration of quarters (entertainment spaces). Performs other related duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE:
KGS-05: Three years of general experience.
KGS-07: One year of specialized experience at grade level of KGS-05 or equivalent.
GENERAL EXPERIENCE: Experience of a general clerical nature (typing, filing, office automation, routine procedural processing) is not credible. General experience is defined as progressively responsible administrative, professional, technical, investigative, or other substantive experience, 1 year of which was equivalent to at least the next lower grade, that demonstrates the ability to – a. Analyze problems to identify significant factors, gather pertinent date, and recognize solutions; b. Plan and organize work; and c. Communicate effectively in English, both orally and in writing.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
KGS-05: Four years of study above high school resulting in a bachelor’s degree.
KGS-07: One full academic year of graduate education in a field related to the position.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE. COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 and higher the Test of English for International Communication (TOEIC) score of 650 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Must have excellent knowledge of general housekeeping techniques and management procedures, methods, and practice needed to effectively plan, organize, conduct, and manage an executive housekeeping program.
b. Excellent command of the English language is required.
