CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Assistant Club Manager, KGS-1101-09
SALARY: Between 28967 – 41978 won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: 51st Force Support Squadron, Club, Osan AB.
AREA OF CONSIDERATION: All current USFK employees (Priority Group 5). All registrants on the area reemployment priority list (ARPL) (Priority Group 6). Family members of US military and civilian employees of an agency of the United States whose duty station located in Korea (Priority Group 7). Outside Korean National Applicant (Priority Group 8 & 9).
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Serves as the Assistant Club Manager of a club where dining, bar, amusement, merchandise sales, special party, and other entertainment activities are operated. Is responsible for the overall management, direction, and control of all phases of the day-to-day operations of the main club and all annexes, the size and complexity of which is such that requires a constant service of a staff of 89 persons, with an average monthly gross sales volume of $223,225 and total original volume of $6.3M of fixed assets. Supervises and directs the club operations which include bar, dining, slot machines, and setting other related merchandise. Supervises, directs, and trains all club employees engaged in the various club operational and activities. Schedules and makes individual work assignments. Conducts training for employees to familiarize them with established working methods, techniques of serving patrons, and sanitation practices. Assures employees maintain a clean and presentable appearance. Provides disciplinary actions after coordination with general manager. Participates in evaluating work performance of subordinates. Initiates and recommends personnel actions including recruitment, separation, promotion, and reassignment. Is responsible for assisting in the security of the activity to include merchandise, cash, and fixed assets. Ensures compliance with fire, safety, and security regulations. Initiates weekly and/or special merchandise requisitions; determines stock requirements, considers past experience, current conditions, and estimated future requirements. Verifies the type and quantity of items received on shipping orders. Acknowledges receipt and coordinates movement of items to storage, ensuring proper storage methods are used. Initiates action to transfer specified items to/from other available outlet activities when emergency needs arise. Coordinates with the warehouse and supply clerk on ordering, availability and delivery of food, beverage, and supply requirements for the operation. Assists in supervising or participating in monthly or special inventories of items and hand. Supervises the preparation of and/or prepares daily activity reports, to include inventory statements and reports on other related activities such as slot machine operation and checks conversions. Responsible for accounts maintenance activity; turns in daily cash receipts, activity reports, cash register tapes, and reference documents to the main office. Implements controls and spot checks for all food and beverage inventories, supply levels, and payroll costs. Makes recommendations to the general manager regarding the preparation of budgets for each activity and consolidated budget. Develops and designs menus, cost of menu items and implement proper pricing to meet guidelines set by general manager and golden eagle standards. Responsible for the overall preparation, presentation and quality of all food and beverages served. Maintains daily Food Production Orders for the lunch buffet, Sunday Bru8nch and special event Buffets. Produces and maintains a daily inventory for Bella Panini and Bada Bing production. Responsible for the overall sanitation of all food and bar operations. Insures weekly sanitation along with on the spot inspections are completed. Insure that staff is maintaining safe food handling practices and procedures. Develops cleaning checklist and rotating cleaning schedule for all large equipment and areas of the kitchen. Makes recommendations to general manager on selection of equipment utilization and purchase of replacement items. Initiates order of such equipment, specifications, and designs for use in club and annexes. Performs other duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One (1) year of specialized experience equivalent to KGS-07.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Two full academic years of graduate level education leading to a master’s or equivalent graduate degree in a field related to the position.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE. COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the position:
a. Knowledge of commonly used policies, procedures, methods, and publicity techniques of club operations to evaluate strengths or weaknesses and develop/revise programs to meet legal and regulatory requirements.
b. Knowledge of the requirements, techniques, procedures, and practices of generally accepted facility and resource management principles, standards, and techniques.
c. Ability to plan, organize, and direct the functions of the club complex and staff of a medium to large sized events.
d. Must have an excellent command of English language to include fluency in reading, writing and speaking.
e. Knowledge of budgetary requirements and internal controls to analyze and evaluate financial information.
f. General knowledge and skill: Food handling and sanitation procedures, food preparation and presentation, general cooking techniques and methods, customer service procedures and standards, cash handling, storeroom, and internal control procedures.
