CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Aircraft Freight Loader Shift Supervisor, KWB-6968-09
SALARY: Between 21536 – 30998 won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: 731st Air Mobility Squadron, Air Freight Flight (TROC), Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Force, Korea (USAFK).
(Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Serves as the Aircraft Freight Loader supervisor for the assigned shift of responsibility and oversees a group of personnel in aircraft loading and unloading of general cargo/baggage, hazardous materials, and other special handling shipment between the air freight terminal and aircraft. Manages and instructs the unit’s K-Loader Training Program. Operates and performs operator maintenance on motor vehicles and materials handling equipment (MHE) which typically have an approximate gross vehicle weight of more than 14,400 kgs (32,000 lbs.) of all sizes up to a gross combined weight of more than 58,060 kgs (128,000 lbs.). Conducts training courses for specialized vehicle/equipment qualifications. Performs Work Planning and Direction Responsibilities. Plans use of personnel, equipment, facilities, and materials on a daily or weekly basis. Adheres to work priorities, aircraft schedules, resources, and work plans established by higher level supervisors. Follows customary work cycles and sequences in planning work assignments. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes. Observes work in progress to anticipate and resolve problems, reassign personnel within group supervised, and coordinates work among personnel and other supervisors to maintain progress to meet schedules. Tracks and reports on work assignments and requests authority to adjust worker assignment and to use overtime, equipment, and materials to meet schedules. Recommends changes to schedules, priorities, and work sequences as necessary and makes minor deviations in procedures or redirects resources under their control to overcome problems such as equipment failure, material delays, or unplanned absences. Advises subordinates of performance expectations and explains new work techniques, as required. Provides proper guidance and direction, continuous feedback on strengths and weaknesses. Recommends training based on needs assessment and mission requirements. Maintains work reports and records relating to section, e.g., progress, production, personnel, equipment, materials, and time and attendance. Assists supervisors in planning overall leave schedule. Ensures safety equipment and protective clothing/gear are worn when mandated by regulations. Reports any condition which might pose a hazard to safety or health to the appropriate authority as soon as possible after detection. Serves as an Aerial Port Load Team Chief. Oversees shift operations to transport, secure (block and brace), on/off load, and service aircraft cargo/baggage requirements. Responsible for a range of pre-flight/post-flight duties required by the nature of the aircraft and its specialized mission. Advises and makes determinations on issues involving cargo and safety of flight matters that involve weight and balance data, shipment and compatibility of various types of cargo, hazardous materials, special handling security cargo, and registered mail. Verifies accuracy of cargo load plans considering size, weight, configuration, floor capacity, compartment restrictions, and proper location within the aircraft to achieve optimum center of gravity. Determines amounts and sizes of loading vehicles/crew and any support equipment/ personnel required. Determines when additional shoring of aircraft floor is necessary when loading heavy equipment. Checks prepared loads for safety requirements. Manages and instructs Unit Level K-loader Training Program. Plans, organizes, and directs the activities of the unit’s program, ensuring that the course laugh complies with legal and regulatory requirements established by HQ AMC/A4TS-Standardization and Resources Branch. Serves as the subject matter specialist in the development and/or revision of training materials such as study guides, workbooks, written tests, progress checks, etc. Operates gasoline, diesel, or electric vehicles. Operates aircraft loading vehicles (i.e., K-loaders, staircase trucks, etc.) or other tractor trailers and in-line trucks typically with an empty GVW or over 14,400 kgs (32,000 lbs.) from the port and port surrounding areas to the flight line for loading/off-loading or aircraft. Uses forklifts, K-Loader, and other MHE to lift and place cargo. Performs operator level vehicle/equipment inspections and maintenance. Checks fluid levels and air pressure in tires, cleans and washes vehicles, and performs inspections using appropriate checklists to ensure safe and proper operation. Provides OJT, MHE and MHE training to permanent and temporary assigned personnel. Trains new operators on specialized vehicle/equipment characteristics and safe operating procedures. Performs other related duties as assigned. WORKING CONDITIONS: Work is done inside and outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Employee is regularly exposed to the possibility of cuts, scrapes, and bruises, falls from ladders, falling material, or injury from equipment. May be exposed to dust, dirt, grease, solvents, and high noise areas while working in a mechanized work area, or radiation, toxins, explosives hazards, or chemical fumes while working with hazardous materials. Intermittent excessive noise. Personnel assigned to TROC must wear uniforms and safety gear/Personal Protective Equipment (PPE) provided by the squadron.
OTHER SIGNIFICANT FACTS: Duty hours are flexible. Employee will be available whenever there are operational needs to be supported. May be required to travel to other locations within the Korean Theater of Operations (KTO).
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One year of general experience plus two years of specialized experience of which one year must have been at comparable to the “Journeyman” or equivalent.
GENERAL EXPERIENCE: Actual work experience as a trainee, helper, or other work related to the trade or craft for which being considered.
SPECIALIZED EXPERIENCE: Experience at the "Junior", or higher level, in the work related to trade or craft for which being considered.
ENGLISH LANGUAGE COMPLETENCY: The American Language Course Placement Test (ALCPT) score of 45 or above and successfully passing the English Comprehension Interview (ECI) is required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of airlift policies, procedures and training principles and techniques.
b. Ability to plan, schedules, and supervises aircraft loading and special handling operations for cargo movement.
c. Ability to operate K-Loader, tractor-trailer, rollerized trailer, baggage conveyers, bus and forklift spotter duties.
d. Ability to understand, read and communicate in English.
