KOREAN NATIONAL POSITION
CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Language Specialist (Medical), KGS-1040-07
SALARY: Between 24378 – 35194 won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: DHA, 51st Medical Support Squadron, Tricare Operation & Patient Administration Flight, Osan AB.
AREA OF CONSIDERATION: All current USFK employees (Priority Group 5). All registrants on the area reemployment priority list (ARPL) (Priority Group 6). Eligible family members of US military and civilian employees of an agency of the United States whose duty station located in Korea (Priority Group 7). Outside Korean National Applicant (Priority Group 8 & 9).
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: This position acts as Language Specialist and assists patients with interpreting services both within the 51 MDG and at Host Nation Facilities, translates medical results and other documents from Korean to English or English to Korean, inputs translated information into the electronic health records (HER). Accurately translates all routine and urgent medical documents, to include but not limited to, consultation referral results, emergency room reports, radiographic and diagnostic tests, and medical records, of a non-repetitive nature, on a daily basis, from Korean into English or English into Korean. Medical translations are performed in an independent and autonomous manner in the absence of oversight or second level clinical or quality review by medical professionals or higher authorities. Translator reviews documents for completeness and notifies competent medical authorities of any inaccuracies or missing information and ensures referral results sufficiently address the reason for the consult. Translator posts translations for uploading in the electronic medical record directly to the end-recipient, the referring physician. Precisely translates clinical referral (SF 513) ordered by the Primary Care Manager (PCM) verbatim to Korean for host nation providers. Translations contain both technical (Medical) and non-technical (non-medical) vocabulary. Independently and habitually performs comprehensive research in all specialty areas using a variety of methods including e-platforms, direct contract with medical professionals and subject matter experts and reference terminology books and medical dictionaries, to finalize the translation. Translator exercises initiative in contacting subject matter or medical-legal professionals to determine the meaning of specific legal or medical terms that cannot be found in available reference materials in the absence of specific guidance by higher level management. Translator determines or selects the most appropriate term to be used based on the meaning implied in the original document combined with individual knowledge of previously translated material. As end result, the accuracy of the translations enables the provider to determine the most appropriate level and continuity of care for the patient’s well-being and ultimately, is essential to meet 51 FW’s mission and operational requirements, to include flying waiver program, line of duty determination, and PRP reinstatement. Follows up on network referral results never received at MDG and takes immediate corrective action when delinquencies noted. Ensures results are obtained and translated to ensure continuity of care. Collects clear legible reports (CLRS) from a variety of sources to include Managed Care Service Contractor (MCSC) portal websites, those carried by patients, and email. Translates technical and contractual documents to include, but not limited to, memorandums of agreement operating instructions, administrative correspondence, medical transfer reports, policies and regulations inherent to US and Korean privacy laws and protection of sensitive data, medical consent forms, patients lest instruction forms, medical documents required for court proceedings and as requested by 51 FW/JA, local newspaper or other media articles pertinent to the host nation medical care system, medical and/or administrative correspondence for Command Staff and Host Nation Administration department, and slides for command or medical briefings. Interprets for foreign dignitaries or technical personnel on tours of the agency’s operations or at meetings concerning aspects of the agency’s programs such as visiting Surgeon General, Undersecretary of Health Affairs, Chamber of Commerce personnel, medical receptions, facility inaugurations, provider site visits, medical briefings, seminars for both 51 MDG and Korean administrative and medical personnel. Acts as primary translators for 51 FW events involving host nation medical executives and providers, other local dignitaries and functions occurring at off base medical facilities. Provides verbal interpretation for patients with medical conditions ranging from minor to life-threatening injuries. Must use sound judgement to provide psychological and emotional support to patients and their family members during critical situations. Responds to emergency calls within 15 minutes. Interprets in ward, urgent care center, and critical care settings independently with no supervision in high risk areas. Interprets and coordinates death cases, during clinical autopsies and identification and disposition of remains in the absence of the clinical physician liaison. Translates death certificates for use by base agencies and local higher authorities. Translator performs certification of translated documents in accordance with host nation protocols. In the presence of births of US beneficiaries in host nation medical facilities, and I the absence of the primary designee, interprets at local town hall to ensure accurate and timely birth registrations. Performs other related duties as assigned.
OTHER SIGNIFICANT FACTS: Safeguards sensitive data and privacy in accordance with HIPAA (Health Insurance Portability and Accountability Act) regulations. Maintains patient confidentiality as per the Privacy Act of 1974. The individual must consistently display courtesy towards coworkers and customers and maintain professional composure at all times. Employee may be required to interact with patients who may have contracted infectious disease. Must understand and practice the principles of universal (blood and body fluid) precautions. Employee must work in a manner to ensure 100% compliance with the Personnel Reliability Program (PRAP). Employee is subject to annual and recurring training as dictated by the 51st Medical Group. Education and Experience: Previous medical and linguistic experience desired. Current Cardiopulmonary Resuscitation (CPR) certification.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One (1) year of specialized experience equivalent to KGS-05.
One year of specialized experience which includes experience 1) assisting with interpreting/translating the Korean language into the English language and vice versa on medical results and medical related documents.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
One full academic year of graduate level education in a field related to the position.
A TRANSCRIPTS MUST BE SUBMITTED WITH YOUR APPLICATION IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE. COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 550 and higher or the Test of English for International Communication (TOEIC) score of 800 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Ability to assist with interpreting/translating the Korean language into the English language and vice versa on medical documents/medical records.
b. Knowledge of terminology and vocabulary related in Medical.
c. Ability to self-review own translations to ensure quality and adherence to instructions.
d. Must have acceptable English language proficiency.
