CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Electrical Engineer, KGS-0850-11
SALARY: Between 31870 – 46309 won per hour (Total hourly compensation when bonuses are included.)
DUTY LOCATION: 51st Civil Engineering Squadron, Engineering Flight, Project Management, Osan AB.
AREA OF CONSIDERATION: All current USFK employees (Priority Group 5). All registrants on the area reemployment priority list (ARPL) (Priority Group 6). Eligible family members of US military and civilian employees of an agency of the United States whose duty station located in Korea (Priority Group 7). Outside Korean National Applicant (Priority Group 8 & 9).
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Serves as electrical engineer within the Mechanical/Electrical Element of Design Section in CEN, 51st CES. Provides technical, administrative, and contractual guidance related with project for base facilities, infrastructure, and electronic/electrical assets including Information Technology (IT). Responsible for establishing and implementing engineering regulations, criteria, and other relevant requirements through the planning, development, design, and construction stages of the project. Carries out assignments dealing with a wide variety of complex and unique projects such as dormitories, family housings, command and control centers, SCIFS, warehouses, aircraft and vehicle maintenance facilities, dining facilities, schools, water and waste treatment and distribution systems, mechanical/electrical distribution systems, recreational and health facilities, communication complexes, personnel support facilities and all other types of projects associated with military construction. Projects are generally in the multi-million dollar category, characterized by need for extensive experience, expeditious completion, construction at remote sites, major engineering decisions due to differences between local and U.S. construction /design methods and varying engineering options. Applies comprehensive knowledge of all phases of the design/construction processes to ensure proper use of materials and methods and professional knowledge of the basic practices and techniques associated with the mechanical engineering discipline. Is responsible for the overall management, control, coordination, and execution of assigned projects. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project. Reviews project progress measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Provides status reports on projects assigned to 51st CES/CEN leadership. Acts as the electrical engineer for the electrical portion of a particular project or may be the project leader if it is predominantly electrical in nature. Incorporates current resilience and electrification policies into building design and construction to leverage investment in innovative technology while ensuring cyber security. Responsibility as an electrical engineer requires technical expertise in electrical design criteria and knowledge of Industrial Control Systems (ICS) to coordinate and interface with mechanical, electrical, civil, architectural, structural and fire suppression design engineers/leans to meet the design requirement and the mission schedule. Provides electrical technical subject matter expertise (SME) in Design Branch by reviewing studies, scopes of work, preliminary and final design plans, and ensuring technical accuracy of all portions relative to the electrical specialization; compliance with relevant codes, regulations, and instructions provided during the course of the design development; and for feasibility, clarity, and consistency with related engineering features. Responsible for the technical reviews and general design oversight of the electrical designs prepared by other A-E design agent electrical engineers within his/her disciplinary section. Proper technical reviews include assurance of compliance with applicable design principles and engineering practices and requires extensive experience in electrical engineering. Maintains knowledge and skills of the installation’s CADD software and hardware technology so that maximum efficiency and production is achieved. Responsible for the electrical designs of modifications and electrical engineering support required during the construction phase of a project. The proper preparation of these modification designs require an understanding of the construction phase of a project and is dependent upon scope, cost, construction methodology, contractual constraints, material procurement sources, seasonal construction constraints, labor availability and requirements, and results of site investigations. Directs and participates in local studies in connection with electrical design and construction methods. Studies may include investigation and evaluations of problems encountered during construction of projects and required expeditions and through recommended solutions. Supports project programming for the accomplishment of installation, sustainment, operations, and developmental objectives using required database and IT tools. Support development of 10-year, installation Activity Management Plans (AMPs) developing short and long range facilities and infrastructure priorities and requirements. Performs other related duties as assigned.
OTHER SIGNIFICANT FACTS: Individual will be required, at the convenience of the Air Force, to perform temporary duty travel by either government or commercial air transportation, and to utilize government finished quarters and messes at temporary duty stations when available.
MINIMUM QUALIFICATION REQUIREMENTS:
BASIC REQUIREMENTS: Applicants must hold an engineering degree from a ROKG authorized or recognized college or university in the field of engineering related to the job for which being considered or an engineer license issued by the ROKG in the field related to the job for which being considered.
In addition to meeting the basic requirements above,
One (1) year of professional experience at grade level of KGS-09 or equivalent.
PROFESSIONAL EXPERIENCE: Experience which required application of the professional theories, scientific principles, and practices in the established profession of the position to be filled. Professional positions require professional, rather than technical knowledge, skills and abilities (KSAs) such as can be gained through intensive college education and training.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Three full years of progressively higher-level graduate education or completed doctorate course or a doctorate degree in an appropriated field is qualifying for KGS-11 level.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE. COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the position:
a. Professional knowledge of electrical engineering design methods and criteria, construction, and its interface with civil, structural, mechanical engineering and architecture, and performing related electrical engineering design and construction work are required.
b. Knowledge of industrial control system (ICS) configuration, integration, and administration and associated cyber security desired.
c. Knowledge of CADD operating and CADD system management experience desired.
d. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.
e. Must have an excellent command of English language to include fluency in reading, writing and speaking.
