CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Assistant Training Officer, KGS-0081-07
SALARY: Between 23,284 – 33,615 won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: 51st Civil Engineer Squadron, Fire Emergency Services, Training, Osan AB.
AREA OF CONSIDERATION: All current USAFK employees assigned within 51st Civil Engineer Squadron, Osan AB.

MAJOR DUTIES: Serves as the Assistant Training Officer, responsible for developing and implementing the protection and training program for Osan Fire & Emergency Services (F&ES). Executes Air Force Civil Engineer Center’s (AFCEC’s) comprehensive on-the-job training and certification program for all military and civilian firefighters. Supervises firefighter development, IAW the Career Field Education Training Plan (CFETP). This training includes, but is not limited to hazardous material, confined space, auto extrication and firefighting. Manages and tracks all firefighter upgrade, proficiency, contingency, and auxiliary training through the use of electronic database systems, including but not limited to ACES-FD in accordance with 3E7X1 CFETP, DoDi 6055.06M and DAFI 32-2001. Manages Career Development Course enrollment. Coordinates with base education center to schedule end of course examinations (EOC). Conducts investigations and recommends remedial and corrective actions to the Assistant Chief for Training for course exam failures. Serves as certifier for practical evaluations, when certified on level higher. Coordinates with other base agencies to obtain subject matter experts, training and training aids. Coordinates, as a liaison officer with other agencies (US Army, local fire departments and ROKAF fire Department) joint training for crash, structural, HAZMAT, Confined space, mass casualty, munitions, high rise, low-angle rescue, exercises. Serves as the lead instructor and conducts training, IAW the F7ES annual training plan. Evaluates other instructors and provides feedback in the performance of their duties. Monitors and coordinates training classes for each section of the department (Prevention, Fire Alarm Communication Center, Operations). Flight CPR program manager. Trains, certifies military and civilian firefighters in BLS CPR. Manages other CPF instructors within the flight and tracks when recertification is due. Assigned as the NREMR and NREMT Training Officer, who is responsible for course instruction and validation of continuing education and skills proficiency which is tracked in the NREMT on-line database. Performs other related duties as assigned.
OTHER SIGNIFICANT FACTS: The work requires the employee to drive a motor vehicle. An appropriate driver’s license is required. May be required to assist the Fire Alarm and Communications Center (FACC) as a translator. Evaluate KN FE’s physical fitness program (FMI 32-202). Employee is recommended to hold Fire Officer II, Fire Inspector I, Fire Instructor II, Hazmat Technician, Hazmat Incident Commander, NIMS 300/400, National Registry Emergency Medical Responder (NREMR), and BLS CPR certifications.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One year of specialized experience at grade level of KGS-05 or equivalent.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
One full academic year of graduate education in a field related to the position being filled may be substituted for one year of specialized experience required at grade KGS-07 level.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE. COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 or higher or the Test of English for International Communication (TOEIC) score of 650 or higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of the theory of fire propagation and progression and the application of techniques and principles to reduce or eliminate hazards.
b. Ability to manage and tracks all firefighter upgrade, proficiency, contingency and auxiliary training through the use of electronic database systems.
c. Ability to coordinate with other agencies joint training for crash, structural, HAZMAT, confined space, mass casually, munitions, high rise, low-angle rescue, exercises.
d. Ability communicates effectively orally and in writing.
