KOREAN NATIONAL POSITION
CIVILIAN PERSONNEL OFFICE OSAN AIR BASE

POSITION TITLE & GRADE: Transportation Assistant (Passenger), KGS-2102-05 (2 Vacant Positions)
SALARY: Between 18696 – 26829 won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: 731st Air Mobility Squadron, Air Passenger Services, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Forces, Korea (USAFK).
(Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Serves as Air Passenger Transportation Assistant for the 731 AMS/TRP. Provides a variety of passenger (PAX) service functions with the ability to use the Global Air Transportation Execution System. The individual must be able to coordinate with the Passenger Reservation Center, Passenger Dispatch, up and down line stations when additional seats are required, answer phone calls of potential travelers, and determine pax eligibility in accordance with DoD 4515.13R, Air Transportation Eligibility and Foreign Clearance Guide. Maintains Space-Required (S/R) and Space-Available (S/A) pax registers, determines the order of movement for both S/A and S/R pax, and ensures selected pax have appropriate border clearance documentation, when required. Accomplishes flight setup and reviews the pre-manifest, checks for special category codes, and passes requirements to dispatch or shift supervisor as needed. Handle reservations and related actions after the pre-manifest is pulled and immediately preceding flight check-in. Port book pax, cancel reservations, accept late substitutions, increase and/or decrease group, family, and troop seat blocks and reduce and/or increase the allowable cabin load as required after coordinating with appropriate agencies. Input reservation of port booked pax into GATES. Processes pax for available seats in GATES or using manual procedures. Demonstrates ability to fully utilize available GATES computer programs. Checks pax identification, issue boarding passes, brief gate instructions, seat assignments, baggage entitlements and departure times to all pax. Weigh and tag baggage; ensures correct destination tags, flight number and line number are placed on all baggage. Understands and performs interline baggage procedures upon customer request. Collects money and orders from pax for excess baggage and any applicable S/A departure fees. Performs Anti-hijacking inspections and gate check-in procedures on passengers and baggage. Enforces Force Protection requirements throughout pax terminal to include using the Quick Reaction Checklist. Ensures all security for the pax terminal. Ensures seat maps are received and forwarded for any passenger missions. Generate GATES or manual manifests and assigning line numbers. Match travel orders are matched to manifest and filed in the flight folder. Maintain and update flight status on missions as required. Makes required public announcements using the Public Address system. Announcement to include S/R and S/A calls for all available airlift, aircraft arrival, delayed aircraft arrival and/or departure, disruptive children, no parking area, and all AMC policy announcements. Performs other duties as assigned.
OTHER SIGNIFICANT FACT: Duty hours are flexible; workers will be available whenever there are flight operations to be supported.
MINIMUM QUALIFICATION REQUIREMENTS:
One (1) year of specialized experience at grade level of KGS-04 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 60 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 430 and higher the Test of English for International Communication (TOEIC) score of 450 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Ability to provide a variety of passenger’s service functions.
b. Ability to use the Global Air Transportation Execution System and GATES computer programs and manual procedures.
c. Ability to read, writes, speak and understand English.
