KOREAN NATIONAL POSITION
CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Fork Lift Operator (Materials Handler) Senior Leader, KWB-5704-08
SALARY: Between 19625 – 28209 won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: 51st Logistics Readiness Squadron, Asset Management, Central Storage Element, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Forces, Korea (USAFK)
(Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowances are not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Serves as senior leader over Central Storage, exercising supervisory responsibility for control over work operations involving Korean National employees assigned. The occupation and non-supervisory grade level which best reflects the nature of the overall work operation supervised are the Fork Lift Operator (Materials Handler), KWB-5704-05. Plans work assignments and methods on a day-to-day basis. Estimates time, equipment, material and personnel required. Furnishes facts on work in process, backlog and production rates. Normally is told equipment to be used. Obtains routine supplies; reports recurring failures of equipment. Follows established work procedures but is authorized to make minor deviations to meet temporary conditions. Selects from the assigned work force to be used for each operation of the project; assigns work individually indicating methods to be used; Oversees warehouse validations. Furnishes technical instructions on more difficult operations. Warehouse personnel will take prompt action to select and move assets for issue within the following designated time-frames based on issue priority. Delivery of large, bulky or large, bulky or heavy items will be accomplished IAW AFI 24-301, Ground Transportation. Will ensure the correct item and quantity are selected priority to shipment. Makes frequent inspections to ensure quality control and safety condition. Observes work to locate problems. Seeks solutions to problems and avoidance of future problems. Reports above-normal rejection rates to supervisor. Major improvements must be approved by supervisor before changes can be accepted. Seeks improvement in organization work flow, equipment utilization and employee advancement. Maintains records of work orders, material used and cost involved. Requisition supplies, materials, and tools. Issues safety equipment ensures proper use and enforces safety measures. Notes need for and recommend provision of employee services; notes leave abuse and recommend corrective actions. Inducts new employees and conducts job training. Adjusts informal complaints or refer to supervisor. Counsels are requested. Evaluates performance to determine individual training needs; analyzes job tasks as basis for training. With assistance of the NCOIC, Central Storage, develops training plans as needed. Upon request, furnishes recommendations to supervisor concerning work records and other qualifications of subordinate employees being considered for promotion or reassignment; gives tryouts if desired. Makes formal and informal appraisal of performance; recommends diciplinay actions and suggests way to improving performance. Performs other duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
Experience: Two (2) years of specialized experience as a Fork Lift Operator or
One (1) year of specialized experience as a Fork Lift Operator plus one (1) year of specialized experience as a Fork Lift Operator Leader/Supervisor
Must possess a ROKG Fork Lift operator’s license and successfully pass a USFK performance test prior to appointment for the type of equipment to be operated.
Specialized Experience: Specialized experience is journeyman level experience operating the specific type of motor vehicle/equipment of the position to be filled.
Supervisory Experience: Supervisory experience is progressively responsible experience operating and supervising the operation of the specific type of motor vehicle/equipment of the position to be filled.
ENGLISH LANGUAGE COMPETENCY: The American Language Course Placement Test (ALCPT) score of 50 or above and successfully passing the English Comprehension Interview (ECI) is required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Ability to plan and organize work assignments to include determining resources required to accomplish mission
b. Knowledge of safety regulations, practices, and procedures.
c. Ability to operate Material Handling Equipment (MHE) and to report problems to supervisor.
d. Ability to read, write, speak, and understand English.
