POSITION TITLE & GRADE: Supply Technician, KGS-2005-06/07
SALARY: KGS-06: Between 21004 – 30242 won per hour
KGS-07: Between 23284 – 33615 won per hour
(Total hourly compensation when bonuses are included)
DUTY LOCATION: 51st Logistics Readiness Squadron, Materiel Management Flight, Customer Support Section, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Forces, Korea (USAFK)
(Priority Group 5)
NOTE: Target grade of this position is KGS-07. If the position is filled at the lower grade than target grade, the incumbent may be promoted to the target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification. Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowances are not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Manages the overall maintenance and materiel interface and performs document control, customer support, research and base level records maintenance, base level stock control functions, bench stock management. Serves as the focal point for customer feedback and monitor Price Challenge and Verification Program (formerly known as Zero Overpricing Program) submissions. Responsible for interfacing with AFMC and provides guidance to work center supervisors on utilization of supply management products. Responsible for coordinating Base-Level Supply Customer Training as it pertains to Block I (General Materiel Management Indoctrination) and Block IIA/B (Bench Stock/Repair Cycle) and Materiel Management related training needs for Decentralized Material Support personnel and conducting quarterly visits to maintenance work centers; providing guidance and training for processing issue requests; cannibalization actions; validating customer backorders, management of DIFM, bench stock, shelf-life, shop and operating stocks work order residue and Tail Number Bin (TNB); and assisting users in resolving any materiel management related problem. Manages Supply Discrepancy Report (SDR) program and analysis and use ILS-S to identify due-ins (inbound shipment) that have exceed normal transit time and are therefore considered overdue. Monitors the quality control of all accountable documents and ensures any actions affecting the stock record account is processed through ILS-S. Manages Equipment and Special Purpose Recoverable Authorized Maintenance (SPRAM) accounts. Ensures equipment accounts are inventoried annually and date of last inventory is updated in Defense Property Accountability System (DPAS). Researches and solves any discrepancies on equipment accounts. Oversees Korean national personnel assigned to Customer Support Element and Equipment Accountability Element. Provides technical guidance, trains and orientates assigned personnel. Recommends leave schedule, notes leave abuses and recommend corrective actions. Inducts new employees and conducts job training. In coordination w/NCOIC, develops training plans to improve job performance. Performs other related duties assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE:
KGS-06: One year of specialized experience at grade level of KGS-05 or equivalent experience.
KGS-07: One year of specialized experience at grade level of KGS-06 or equivalent experience.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Education cannot be substituted for any experience requirement above the KGS-05 level.
OTHER SIGNIFICANT FACT:
Maintain access to Integrated Logistics System-Supply (ILS-S), Defense Property Accountability System (DPAS), Web Federal Logistics Information (WebFLIS), Basing Logistics Data Environment (BLADE) and other applicable Materiel Management System. Proficiency in Microsoft Office is required.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 and higher the Test of English for International Communication (TOEIC) score of 650 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of supply regulations, policies, procedures, techniques, and methods.
b. Knowledge of procedures, and techniques; item identification, codes, warehouse plans, and storage areas and inventory procedures.
c. Ability to maintain access to ILS-S, DAPS and other applicable Materiel Management System.
d. Ability to technical guidance, trains and orientation assigned personnel and coordinate with NCOIC, develops training plans.
e. Ability to read, write, speak, and understand English.
