POSITION TITLE & GRADE: Construction Inspector, KGS-0809-07/08/09
SALARY: KGS-07: Between 23284 – 33615 won per hour
KGS-08: Between 25505 – 36897 won per hour
KGS-09: Between 27668 – 40097 won per hour
(Total hourly compensation when bonuses are included.)
DUTY LOCATION: 51st Civil Engineering Squadron, Engineering Flight, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Forces, Korea (USAFK)
(Priority Group 5)
NOTE: Target grade of this position is KGS-09. If this position is filled at lower grade than target grade, the incumbent may be promoted to the target grade non-competitively upon meeting qualification requirements and recommendation by the supervisor. Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Performs a variety of construction surveillance work in civil engineering fields in support of professional engineering work either requiring (1) a practical knowledge of procedures and techniques based on construction surveillance principles and skills in applying these procedures or (2) a practical knowledge of construction surveillance functions applicable to a narrow, limited range of activity. Ensures contractor compliance with approved plans and specification for various construction contracts. Contracts may be for the construction or renovation of large, complex, or difficult projects such as renovation of multi-unit family housing projects; repair of underground electrical distribution systems; and construction of administrative office building, hospitals, aircraft maintenance and support facilities, or multi-story computer facilities. Performs inspection of a major segment of a difficult and complex project such as inspecting the materials, installation, and testing of complex and sophisticated electrical, mechanical, and/or hydraulic structures and systems. Coordinates with contractor representative concerning work scheduling, interpretation of plans and specifications, selection of work methods, and acceptability of materials and workmanship to ensure compliance with contract requirements. As necessary, may be required to independently make correct determinations when faced with unique and unusual problems. Performs inspection and surveillance of difficult and complex construction ensuring quality performance in support of project manager (PM) and construction manager (CM). Resolves problems or conflicts with contractors involving the interpretation of plans and specifications requirements. As deemed necessary, directs the discontinuance of portions of the work project and refers recommendations to higher level personnel for decisions. Approves changes to the plans which do not alter basic design or involve additional cost to the government. Investigates and reports on controversial situations which have either led to formal claims or are expected to lead to such claims by the contractor. These may arise from such things as contract changes, labor strikes, or unfavorable weather. Coordinates with the contracting officer to correct contract deficiencies, unacceptable material, or work performed to ensure compliance with the contract requirements. Monitors and evaluates contract progress schedules noting work progress, delays, or other problems that could interfere with construction. Reviews contractor’s cost breakdown, progress measurement data, reports of material and equipment used, and field inspection and survey reports in order to compute periodic payments. Performs on-site daily inspections of ongoing construction and all phases of critical construction. Obtains samples from work site and forwards for laboratory testing and analysis when deemed necessary. Inspects all materials and equipment of construction sites to ensure compliance with specification and drawings. Discusses rejections of material and deficiencies in construction methods with contractor representatives. Performs COR (Contracting Officer’s Representative) responsibilities and prepares letter to the Contracting Office detailing problems with contractor, requesting modification, and any other contract related documentation necessary. Performs duties as a technical consultant to the contracting office and engineering flight. Reviews plans and specifications for accuracy and completeness. Recommends technical changes to plans/specifications due to field conditions or safety requirements. Recommendations are given to the contracting officer or contract representative. Reviews problems encountered and resolved them independently, assuring contractor compliance with work schedules, methods, plans, and specifications. Updates project construction progress data into NexGen IT system and prepares utility outage slides to report to construction manager (CM). Gathers information to compile into written inspection reports and performs related duties. Prepares various documents, reports, and correspondence and maintains daily logs and safety reports addressing the progress of construction and the administration of the contract. Reproduces drawings related to design activities as required. Drafts official articles for the base bulletin and newspaper regarding street closures, power outages, disruption of services, or general information concerning base construction projects. Records brief summary of important discussions with contractor and decisions made regarding deviations from contract plans and specifications. Assists in the training of other personnel to perform and understand construction inspection to ensure consistency in work efforts. Performs other related duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE:
KGS-07: One (1) year of specialized experience at grade level of KGS-06 or equivalent
KGS-08: One (1) year of specialized experience at grade level of KGS-07 or equivalent
KGS-09: One (1) year of specialized experience at grade level of KGS-08 or equivalent
SPECIALIZED EXPERIENCE: Progressively responsible technical experience in the specialty field in which the duties of the position are to be performed or in closely related lines of work. This experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, the specialized experience must have been equivalent to at least the next lower grade level or the second lower level when there is no position in the normal line of progression in an organization that is one grade lower than the position being filled for in-service applicants.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Education cannot be substituted for any experience requirement above the KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International Communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of construction inspection work for a variety of construction operations.
b. Skill in interpreting contract plans and specifications covering the assigned construction project.
c. Knowledge and ability to perform inspections in such diverse trades as carpentry, plumbing, painting, plastering, glazing, roofing, masonry, brick laying, structural steel erecting, and heating installation.
d. Working knowledge of computer programs to include but not limited to database, spreadsheets, and word processing.
e. Fluency in written and spoken English is required.
