POSITION TITLE & GRADE: Postal Operations Assistant, KGS-0305-06/07
SALARY: KGS-06: Between 21004 – 30242 won per hour
KGS-07: Between 23284 – 33615 won per hour
(Total hourly compensation when bonuses are included)
DUTY LOCATION: Air Postal Squadron (AIRPS), Det 1, OL-A, Gimhae IAP, Korea.
AREA OF CONSIDERATION: All current employees assigned with United States Air Force, Korea (USAFK).
NOTE: Target grade of this position is KGS-07. If the position is filled at the lower grade than target grade, the incumbent may be promoted to the target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification. Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Incumbent provides managerial/technical guidance for postal and official mail service at OL-A, Gimhae during peacetime, wartime, contingency operations and exercises in support of Department of Defense (DoD), Joint Chiefs of Staff (JCS), US Pacific Command (USPACOM), and PACAF operational and exercise plans. Is responsible for providing postal and official mail technical expertise for Custodial of Postal Effects/Postal Finance, Receipt & Dispatch/Directory, Official Mail functions, and Customer Service and to assure proper accountability of over $20,000 in United States Postal Service stamp stock, United States Postal Service (USPS) Money Orders, and USPS capital equipment as managed by the custodian of Postal Effects (COPE). Incumbent responds to requirements for postal support by developing operational and exercise plans and determining appropriate means of providing postal support with available resources. Incumbent is also required to develop peacetime programming plans as applicable to postal operations on Gimhae OL-A. Incumbent establishes and implements local policies and standards relative to personal and official mail. Incumbent is also the Point of Contact for the two postal contingency locations located at Gimhae International Airport and at 607th Material Maintenance Squadron Contingency Operating Base (COB), Gimhae. Provides postal services to over 100 active-duty personnel assigned at Defense Contract Management Agency (DCMA) and 607 MMS at Gimhae and OL-B Daegu, during Daegu Postmaster’s absence, other authorized DoD employees, eligible contractor personnel, and sister-service patrons and maintains assigned facilities, USPS supplies, and postal equipment of two contingency locations. COPE ensures compliance of USPS Handbook F-1 and F-101 for establishing MPO Credit, financial transactions, and accounting. Processes PS Form 8105-A, Funds Transaction Report (FTR) and PS Form 8105-B, Suspicious Transaction Report (SR) actions. Establishes and manages assigned stamp stock and cash credits and conducts timely reconciliation of all credit accounts. Completes all required postal forms when establishing a new clerk account. Closes clerk accounts when personnel is relieved of duty, PCS, or on leave for more than 31 consecutive days and returns stamp stock and blank money orders to Unit Reserve. Orders postage stamps and blank money orders. Validates stamp stock and money orders received matches the amounts ordered. Resolves order discrepancies with USPS fulfillment center. Recommends relief of finance clerk from duties that involve the handling of postal effects if account consistently shows excessive overages or shortages. Directly liaises and advises USPS, Military Postal Service Agency (MPSA), Chief of Transportation Division, and Detachment 1 Chief for OL-A financial operations. Operates Retail Service software (RSS) Supervisor Back Office Module and troubleshoots RSS errors with USPS and MAJCOM. Prepares and submits equipment requisitions to JMPA and MAJCOM. Prepares and submits USPS packing supply orders. Coordinates with Det 1 PACAF AIRPS and PACAF AIRPS/PO for any expected closures and anytime there is an interruption of finance service or when the post office will not be opened on a regularly scheduled business day. Ensures inbound and outbound daily mail volumes is processed expeditiously. Ensures all mail is scanned, bagged, and labeled properly according to the Pacific Mail Distributions Scheme (PMDS), USAFE Sprint Chart, and Consolidated Air Mail and Labeling Scheme (CAMALS) and prepared in sufficient time for processing and tendering to commercial or military air carriers for dispatch to final destinations worldwide. Notifies postal patrons and base officials when mail is delayed due to weather, heavy traffic, accidents, airline embargo, or mechanical breakdown and submits a Postal Net Alerts (PNAs) via AMPS. In addition, submits irregularity reports via AMPTS for any airline discrepancies. Conducts commercial airline carrier warehouse inspection to ensure military mail is protected from inclement weather and for frustrated mail. Conducts Unit Mail Room (UMR) inspections annually for compliance of DoD Directives. Represents Detachment 1, PACAF Air Postal Squadron (AIRPS) Detachment Chief on matters pertaining to formulation, review, and execution of policies related to the official mail function. Analyzes cause or effect relationships of actual and potential problems and disruptions to military official mail service. Assures official mail is picked-up by intended recipients of mission essential component such as critical aircraft parts, vehicle parts, and medicine. Carries out DoD official mail policy and ensures authorized Unit Mail Clerk (UMCs) or Activity Distribution Offices (ADOs) receive official and accountable communications within prescribed times. Ensures accountable mail is properly delivered to intended recipient by obtaining signatures of authorized/designated UMCs/ADOs on mail delivery bills. Ensures postal patrons are provided with prompt and efficient mail service-incoming mail is processed and posted at the earliest possible time of the day after receipt from the Incheon Joint Military Mail Terminal (JMMT) via Korean Airlines. Provides full-service postal finance services to eligible patrons-offers special services as desires by customers such as certified, insured, and priority mail express. Assures outbound mail is expeditiously processed for appropriate destination worldwide. Manages the processing of inbound and outbound U.S. mail and official mail for Gimhae OL-A. This includes personal and official correspondence and packages, critical aircraft parts, vehicle components or, medical supplies sent through the USPS, highly sensitive mail shipments, and other official mail for all official functions.
OTHER SIGNIFICANT FACTS: Must be loyal, trustworthy, honest and posses high moral standards and bearing. Have no derogatory information of unfavorable conduct that cast doubt on the individual’s integrity. Subject to work various tours of duty to include early morning, nights, weekends, and both US and Korean holidays.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE:
KGS-06: One year of specialized experience at grade level of KGS-05 or equivalent experience.
KGS-07: One year of specialized experience at grade level of KGS-06 or equivalent experience.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Education cannot be substituted for any experience requirement above the KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 and higher the Test of English for International Communication (TOEIC) score of 650 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
- Knowledge of appropriate USPS, DoD, and Air Force directives and forms.
- Knowledge of the Military Postal Service Agency (OPSA) Automated Military Postal System (AMPS).
- Must be familiar with the USPS retail Service Software (RSS).
- Must be computer literate.
- Must not have any physical restrictions prohibiting duty involving prolonged standing, walking, or lifting to 70 pounds.
- Must have an excellent comprehension and proficient in the English language.
